Hamza Muratbayevich Boltaev

Cofounder and Director of CAPIF

Hamza Muratbayevich Boltaev is a lawyer and systems analyst with a multidisciplinary academic and operational background in law, strategic analysis, and security studies. He completed his foundational legal education at the Academy of Internal Affairs of the Republic of Uzbekistan, earning a Bachelor’s degree in 2010. He subsequently obtained his first Master’s degree from the Higher School for Strategic Analysis and Prognosis of the Republic of Uzbekistan, specialising in analytical methodologies and strategic forecasting. In 2021, he further advanced his expertise by completing a second Master’s degree in Art from the Department of War Studies at King’s College London, United Kingdom. Professionally, Mr. Boltaev has held a series of senior and managerial roles within the law enforcement and security sectors of Uzbekistan. His career includes significant service within the Ministry of Internal Affairs, where he contributed to counterterrorism and counter-extremism operations while serving in the Main Department of Internal Affairs of Tashkent City. Beyond operational roles, he has applied his analytical acumen as a Senior Analyst at the Center for Mass Communications within the Agency for Information and Mass Communications under the Administration of the President of the Republic of Uzbekistan. Additionally, he has served as a Leading Researcher at the Center for Scientific and Applied Research of the University of Public Safety of the Republic of Uzbekistan, engaging in scholarly and policy-oriented research related to public security and safety.

Shakhnoza Almosova holds a PhD in international law. She is also an experienced expert in human rights and gender law. She teaches and conducts research at the Tashkent State Law University. She regularly participates in international conferences on human rights
